Nigeria Launches $40 Million Digital Education Transformation Project in 10 Federal Universities

Abuja, Nigeria — The Federal Government of Nigeria has officially launched the Blueprint ICT Development (Blueprint-ICT-Dev) Project, a $40 million initiative designed to revolutionize the country’s tertiary education system through digital innovation, smart infrastructure, and inclusive learning.

Announced on Tuesday, June 25, 2025, in Abuja, the transformative project will be implemented across 10 federal universities and is seen as a major step toward aligning Nigeria’s higher education with global digital standards.

A Vision for Smart Campuses and Smart People

Speaking at the launch, Minister of Education, Dr. Tunji Alausa, emphasized that the initiative marks a strategic investment in the future of Nigerian education.

“This project is about building smart campuses, empowering smart people, and nurturing smart ideas,” Alausa said.

He added that the project aligns directly with President Bola Ahmed Tinubu’s Renewed Hope Agenda, reflecting a broader commitment to human capital development, technological advancement, and inclusive education.

What the Project Entails

The Blueprint-ICT-Dev Project is structured to enhance digital infrastructure and drive innovation in universities through two main components:

Component One – $38 Million

This major chunk of the funding will be invested in:

• Upgrading digital infrastructure in 10 federal universities

• Enhancing campus-wide connectivity

• Training academic staff in digital teaching tools

• Providing digital learning resources for students

Component Two – $2 Million

Focused on policy and strategy, this component supports:

• The development of a National STEM Transformation Strategy

• Formation of steering committees

• Labour market research

• Public awareness campaigns

• STEM education pilot programs

According to Dr. Joshua Atah, Coordinator of Special Projects at the National Universities Commission (NUC), this dual structure ensures both practical implementation and long-term policy support.

Selected Universities

The 10 federal universities chosen for the pilot phase of the project are:

1. University of Calabar

2. University of Nigeria, Nsukka

3. University of Ibadan

4. Federal University of Technology, Minna

5. University of Maiduguri

6. Bayero University, Kano

7. Modibbo Adama University, Yola

8. Obafemi Awolowo University, Ile-Ife

9. Nnamdi Azikiwe University, Awka

10. University of Jos

These institutions will serve as testbeds for nationwide digital transformation, helping to shape a replicable model for the entire education sector.

Core Objectives and Long-Term Impact

The project aims to:

• Digitize university administration

• Create hybrid and cross-border academic programs

• Promote transnational education

• Integrate Technical and Vocational Education and Training (TVET) into university curricula

• Enhance education data systems

• Establish digital libraries and research platforms

• Connect universities to the Nigerian Research and Education Network (NgREN)

“It’s not just about infrastructure or platforms,” said Prof. Abdullahi Ribadu, Executive Secretary of the NUC. “It’s about reimagining the role of ICT in higher education and measuring success by the number of lives transformed.”

Building on an Existing Vision

The project stems from the NUC’s 2018 blueprint for revitalizing Nigerian universities, which identified ICT as a critical tool for improving governance, enhancing financing strategies, and boosting graduate employability.

Ribadu reiterated that with the privilege of investment comes the responsibility of implementation.

“This initiative is not just a policy experiment. It’s a national imperative. The real success will be seen when Nigerian universities become globally competitive through innovation and smart education.”
