In a bold move aimed at redefining urban development and economic revitalization, the Abia State Government has announced plans to launch the Greater Aba Master Plan—a comprehensive 25-year strategic blueprint that will guide the long-term transformation of the state’s commercial nerve center, Aba.
The announcement was made by the Commissioner for Information, Mr. Okey Kanu, during a press briefing on Monday at the Government House in Umuahia. The disclosure followed the outcome of a key State Executive Council (EXCO) meeting.
A Partnership for Progress
Kanu described the initiative as a collaborative undertaking between the Greater Aba Development Authority and the United Nations Human Settlements Programme (UN-Habitat). The ambitious plan is aimed at addressing long-standing urban challenges while positioning Aba for sustainable growth over the next two and a half decades.
“This master plan will serve as a roadmap for land use, infrastructure, and urban communication strategies that are essential to unlock the full potential of Greater Aba,” Kanu stated.
The Four Pillars of the Greater Aba Master Plan
The master plan is anchored on four strategic pillars, each addressing a critical aspect of Aba’s development:

Road Infrastructure and Connectivity: This pillar focuses on comprehensive transportation planning, improved road networks, and enhanced connectivity within Aba and its environs.

Economic Development: The plan includes creating and upgrading industrial zones and formalizing commercial hubs to boost economic activity and attract investment.

Sustainable Urban Expansion: With an eye on future population growth, this pillar targets planned urban expansion while maintaining environmental sustainability.

Flood Management and Terrestrial Resilience: Acknowledging Aba’s recurring flood challenges, this component prioritizes drainage infrastructure and flood control systems to protect residents and properties.
Healthcare Development: Boosting Access and Capacity
Beyond urban planning, the state government is also making notable strides in healthcare delivery. According to Kanu, three new Primary Health Centres (PHCs) have been inaugurated under the Project Ekwueme Scheme, bringing the total number of completed PHCs to 17. A fourth center is set to open on June 20 in Ngu, Bende Local Government Area.
These centers, Kanu noted, are fully equipped with modern medical equipment and manned by qualified personnel to improve access to primary healthcare across the state.
The state health insurance scheme also continues to grow, with 91,227 enrollees as of June 2025. Plans are underway to extend coverage to the informal sector, following recent approval from the State Ministry of Health.
In a major boost to emergency medical services, a new Intensive Care Unit (ICU) is now operational at the Abia State Specialist and Diagnostic Hospital, enhancing the state’s capacity for critical care and specialized procedures.
Public Infrastructure and Higher Education
Kanu also reported progress on public infrastructure projects, notably at the Abia State University, Uturu, where hostel renovations are nearing completion. The university has also received approval to recruit new staff in core academic fields to strengthen teaching capacity.
At the Abia State College of Education Technical, Arochukwu (ASCETA), ongoing projects include internal road construction, library upgrades, and retrofitting of auditoriums. These infrastructure upgrades aim to support course accreditation and improve overall academic standards.
“These investments reflect the administration’s commitment to lifting the quality of higher education in Abia,” Kanu said.
Addressing Security Concerns
The commissioner acknowledged recent security breaches but assured the public that the government is responding decisively. He emphasized that security agencies are on high alert to maintain peace and stability across the state.

With strategic partnerships, an emphasis on sustainability, and parallel investments in healthcare, education, and infrastructure, the plan represents a comprehensive vision for a modern, resilient, and prosperous Aba.
