Senate Conservatives Greenlight ‘Big Beautiful Bill’ After Key Medicaid, Deficit Concessions

In a significant breakthrough for Republicans, a bloc of four conservative senators late Saturday night gave the green light for the long-debated “Big Beautiful Bill” to move forward—clearing a major hurdle on its path toward final passage.

After hours of behind-the-scenes negotiations on Capitol Hill, GOP holdouts Ron Johnson (WI), Rick Scott (FL), Cynthia Lummis (WY), and Mike Lee (UT) reversed course and voted to advance the sweeping legislation, which combines tax reforms, border funding, and deficit reduction measures. The shift came after Republican leaders offered key concessions, particularly on Medicaid and deficit-cutting amendments.

“It was a beautiful night for the Big Beautiful Bill,” said Sen. Eric Schmitt (MO), a central figure in Saturday’s negotiations.

High-Stakes Negotiations Behind Closed Doors

The dramatic vote followed more than three hours of tense huddles between the conservative senators and top Republican leaders, including Senate Majority Leader John Thune, Vice President J.D. Vance, and Senate Majority Whip John Barrasso.

While the holdouts ultimately voted to move the bill forward procedurally, they stopped short of pledging support for the final version. Still, GOP leadership expressed optimism that the remaining sticking points could be resolved ahead of a final floor vote expected later this week.

Most of the lawmakers remained tight-lipped about specifics of their negotiations. However, Sen. Ron Johnson revealed that Republican leaders agreed to hold a vote on an amendment that would reduce the Federal Medical Assistance Percentage (FMAP) match for able-bodied, childless adults who enrolled in Medicaid under the Affordable Care Act’s expansion provisions.

“We want to preserve Medicaid for disabled children,” Johnson said. “My big beef has always been that we’ve allowed Medicaid to expand in unsustainable ways. This amendment is a step toward correcting that.”

Johnson credited Sen. Rick Scott with proposing the amendment, emphasizing that it targets a “massive mess” created by what he called “years of Democratic overspending,” particularly under Obamacare.

Deficit Reduction and Tax Cut Assurances

Sens. Cynthia Lummis and Mike Lee also noted that commitments from GOP leadership on deficit reduction strategies and clarity around spending priorities helped persuade them to vote “yes” on advancing the bill.

“We had an internal discussion about a strategy to achieve more savings, more deficit reduction,” said Lee. “I’m more comfortable now with where this is heading.”

Lummis echoed that sentiment, calling for “as many tax cuts and as much spending clarity as possible” as the bill approaches final passage.

She also praised the roles played by the White House and Republican leaders in breaking the logjam.

“I want to thank Vice President Vance for coming up and President Trump for his help in getting to yes,” Lummis said. “We’ve got a good product, and we’re going to promote it and pass it this week.”

The “Big Beautiful Bill”—a name coined by Trump himself—has become the centerpiece of the GOP’s 2025 legislative agenda. It includes a broad array of conservative priorities, including:

Republican leaders hope to hold the final vote before Independence Day, a self-imposed deadline emphasized repeatedly by House Speaker Mike Johnson and Trump himself.

While Saturday night’s vote has injected new momentum into the legislative push, the remaining uncertainties around final support from the four swing senators leave the bill’s fate hanging in the balance.

Still, Republicans are banking on their ability to close ranks in the final stretch. Trump has reportedly been in direct contact with several senators, while Vice President Vance continues to act as a key liaison between Capitol Hill and the White House.
